Acting Director, SAVAHCS
Jennifer S. Gutowski, MHA, FACHE, CSSGB, VHA-CM was appointed Acting Director on January 5, 2016. Prior to this assignment, Ms. Gutowski served as the Associate Director for the Southern Arizona VA Health Care System from July 16, 2012 through January 4, 2016. Ms. Gutowski was at the Edward Hines, Jr. VA Hospital as the Acting Associate Director from February 2012 through July 2012, and Assistant Director from December 2007 through February 2012. Prior to the Edward Hines, Jr. VA Hospital, Ms. Gutowski held various positions at the VA Long Beach Healthcare System.
As the SAVAHCS Associate Director, Ms. Gutowski serves as the Chief of the Resources Management Service Line and provides oversight for Finance, Human Resources, Logistics, Business Operations, and Voluntary Services. In addition, she provides supervision to the Facilities Management Service Line, Pharmacy Service Line, the Privacy Officer, and the Emergency Manager.
Ms. Gutowski carries several certifications as a Certified Healthcare Executive, a Fellow of the American College of Healthcare Executives (FACHE), as well as a graduate of the VA Executive Career Field. Most recently in 2011, Ms. Gutowski achieved fellow status as a certified mentor (VHA-CM), and earned her Green Belt certification in Six Sigma (CSSGM) in 2009.
Ms. Gutowski has been active with local ACHE chapters during her career including Health Care Executives of Southern California, Chicago Health Care Executives Forum, and currently Arizona Health Care Executives. As a result of her leadership and roles with increasing responsibility in the VA, she received in 2005 the Early Careerist VA/ACHE Regent’s Award, and the ACHE Regent’s Award. She was recognized for her efforts in serving on the Regent’s Advisory Council and for her leadership position held in the Health Care Executives of Southern California and her active role in the Women in Health Administration.

Acting Chief of Staff
David C Emelity was appointed Deputy Chief of Staff of the Southern Arizona VA Health Care System (SAVAHCS) in September 2013. He provides oversight for the Mental Health Care Line, the Education, Training, Development Department and the Care Coordination Unit.
Dr Emelity received his MD at the University of Oregon, School of Medicine in 1982, and completed his Residency (1985) and Fellowship (1987) at the University of California, San Diego. He has earned Board Certifications by the American Board of Psychiatry and Neurology in General Psychiatry and in Child and Adolescent Psychiatry.
Dr Emelity holds a leadership role on a variety of SAVAHCS committees to include Disruptive Behavior, Health Promotion and Disease Prevention, Peer Review, Rural Health and Telemedicine. He also holds membership on the Continuous Improvement and System Redesign Committee, PACT Executive Steering committee and the Clinical Products Review committee. He has completed Green Belt training and tested for Green Belt Certification.
Prior to his appointment as the Deputy Chief of Staff, Dr. Emelity was the Chief of the Mental Health Care line from July 2001 - January 2013. As care line Chief, Dr. Emelity was responsible for a multidisciplinary staff of over 130 employees in mental health related fields. The service includes a 32 bed acute psychiatric inpatient unit, an outpatient mental health clinic, a primary care clinic, urgent care, consult liaison service for a tertiary care (1a) medical center, emergency room consultation, residential and outpatient substance abuse program, methadone maintenance program and a homeless outreach program. In addition to being the head administrator for these programs he also provided at least 20% of time in direct patient care.

Acting Associate Director
Katie A. Landwehr was appointed Assistant Director of the Southern Arizona VA Health Care System (SAVAHCS) in January 2012. She provides oversight for the Clinical Care Support Service Line, which encompasses Dentistry, Prosthetics, Nutrition and Food Services, Audiology, Respiratory Therapy, Pastoral Care, Police and the Community Based Outpatient Clinics (CBOCs). She also serves as the liaison with the Office of Information Technology, Information Security and the Veterans Canteen Service.
Ms. Landwehr holds a leadership role on a variety of SAVAHCS committees to include the VERA Committee, Continuous Improvement/Systems Redesign, Medical Executive Board, Organizational Health Executive Board, Resources Board and the Executive Leadership Strategic Planning Council. She has completed Green Belt training and participated in several process improvement/system redesign teams.
Prior to her appointment as the Assistant Director, Ms. Landwehr was the Acting Associate Director at the VA Nebraska-Western Iowa Health Care System (VA NWIHCS) from April - December 2011. As Acting Associate Director, Ms. Landwehr was responsible for the daily operations of each facility within VA NWIHCS. She also provided direct oversight for the Business Office, Pharmacy, Engineering, Logistics, Safety, Human Resources, Environmental Management Services, Prosthetics, Police, Canteen, Voluntary Services and Biomedical Engineering functions.

Acting Assistant Director
Kathy Mungovan was appointed Acting Assistant Director of the Southern Arizona VA Health Care System (SAVAHCS) in January 2016. She provides direct oversight for the Clinical Care Support Service Line which encompasses Dentistry, Prosthetics, Nutrition and Food Services, Audiology, Respiratory Therapy and Pastoral Care. She also provides direct oversight for Compensation & Pension, Care in the Community, Transitional & Care Management (OEF/OIF/OND Program), Eligibility & Enrollment, and Occupational Health. She also serves as the liaison with the Office of Information Technology, Information Security and the Veterans Canteen Service.
Ms. Mungovan holds a leadership role on a variety of SAVAHCS committees to include the VERA Committee, Information Security and Privacy Committee, Telemedicine and Rural Health Committee, Operations Executive Board, Organizational Health Executive Board, Integrated Ethics Committee, Consolidated Center Payment Advisory Council and the Executive Leadership Strategic Planning Council. She is also the Chair of the VISN 22 Health Administration Operations Team. She is a certified Lean Health Care Green Belt and has participated in several process improvement/system redesign initiatives.
Prior to her appointment as the Acting Assistant Director, Ms. Mungovan served as the VISN 22 Business Information Manager from Dec 2015 – Feb 19, 2016. Ms. Mungovan served as the Chief of the Business Service Line (BSL) from June 2013 – Jan 2016. As the Chief of BSL, she provided direct oversight to the Administrative Medicine Section, C&P/PC Clinical Unit, Admissions & Inpatient Support Section, Eligibility/Enrollment Section, OEF/OIF/OND Program, Health Information Management, Patient Transportation, NVCC Section, Ambulatory Section and CBOC Support. Prior to this Ms. Mungovan served as the Assistant Chief of BSL from July 2001 – June 2013.

Associate Director Patient Care Services
Dr. Taylor joined the VA in 1996 as an Associate Director for Patient Care Services/NE in Saginaw, Michigan, and served in this executive role at four VA facilities in three VISNs over the next 17 years. She served the role as Director, Workforce and Leadership for the VA Office of Nursing Services in Washington DC and in November 2015, accepted the role of Associate Director for Patient Care Services at the Southern Arizona VA Healthcare System.
As SAVAHCS Associate Director of Patient Care Services, Dr.Taylor is responsible for all aspects of professional nursing practice at the SAVAHCS and provides direct oversight to Nursing Services and the Rehabilitation and Transitional Care Line. Areas of responsibility include all inpatient care (acute and critical care and acute mental health), outpatient procedural care, specialty clinics, hemodialysis, the Southwestern Blind Rehabilitation Center, all Community Outpatient Programs (Home-Based Primary Care, Community Nursing Home, Home Health, Adult Day Care), Spinal Cord Injury/Disorder, Geriatric PACT, Polytrauma Network Site, and the Community Living Center with its five distinct programs (Hospice/ Palliative, Interim Care, Geri Psych and a Commission on Accreditation of Rehabilitation Facilities (CARF) accredited Rehabilitation Unit). Dr. Taylor provides leadership for a variety of local committees and is a member of the national Mentor Certification Advisory Board and the HLTI Advisory Board.
Dr. Taylor received a Bachelor of Science in Nursing from Indiana University, a Master in Business Administration from Saginaw Valley State University, and a Doctor of Health Administration from Central Michigan University.
