Mr. Jonathan H. Gardner, MPA, FACHE, was appointed to the position of Director, Southern Arizona VA Health Care System (SAVAHCS) on July 10, 1994. He has served at all levels within the Department of Veterans Affairs, Veterans Health Administration (VHA) (i.e. VA Central Office, Network, Region, and facility).
As Director, his duties include the overall organization and operation of a highly affiliated 285-bed, tertiary-care teaching medical center and multiple community-based clinics throughout Southern Arizona with a budget of $360 million, 2100 FTE, and a VA research budget of over $4.9 million. SAVAHCS is the principal teaching affiliate with the University of Arizona Colleges of Medicine, Nursing and Pharmacy, as well as 36 other institutions of higher learning. In addition to health care systems responsibilities, Mr. Gardner also serves as Chairman of the VISN 18 Resources and Business Board and is a member of the Executive Health Care Council of the Southwest Health Care Network (VISN 18). He also serves as a member of the Human Resource Subcommittee, VHA National Leadership Board; Steering Committee Chairman of the VHA Western States Network Consortium (VISNs 17, 18, 19, 20, 21, 22); and Chairman, VHA Graduate Healthcare Administration Training Program (GHATP). Mr. Gardner was elected as the VA Regent of the American College of Healthcare Executives, serving from 2007 to 2010, representing 1306 VA member executives of ACHE. He currently serves as the elected facility director board member of the National Association of Veterans' Research and Education Foundations (NAVREF).
Mr. Gardner is Board Certified in Healthcare Management and a Fellow of the American College of Healthcare Executives. He received a Bachelor of Arts degree in 1978 and a Masters of Public Administration in 1980 (Dean’s List) from the Marriott Graduate School of Management at Brigham Young University. Mr. Gardner is active in professional and community organizations.

Jennifer S. Gutowski, MHA, FACHE, CSSGB, VHA-CM was appointed Associate Director for the Southern Arizona VA Health Care System effective July 16, 2012. Prior to this assignment, Ms. Gutowski was at the Edward Hines, Jr. VA Hospital as the Acting Associate Director from February 2012 through July 2012, and Assistant Director from December 2007 through February 2012. Prior to the Edward Hines, Jr. VA Hospital, Ms. Gutowski held various positions at the VA Long Beach Healthcare System.
As the SAVAHCS Associate Director, Ms. Gutowski will also serve as the Chief of the Resources Management Service Line and provide oversight for Finance, Human Resources, Acquisition and Logistics, and Voluntary Services. In addition, she will also provide supervision to the Business Service Line, Facilities Management Service Line, Pharmacy Service Line and the Privacy Officer.
Ms. Gutowski carries several certifications as a Certified Healthcare Executive, a Fellow of the American College of Healthcare Executives (FACHE), as well as a graduate of the VA Executive Career Field. Most recently in 2011, Ms. Gutowski achieved fellow status as a certified mentor (VHA-CM), and earned her Green Belt certification in Six Sigma (CSSGM) in 2009.

Chief of Staff
Fabia Kwiecinski, MD, was appointed Chief of Staff at the Southern Arizona VA Healthcare System in April, 2013. She served as the Deputy Chief of Staff since 2009.
Fabia Kwiecinski, MD, attended Medical School at the State University of New York, Buffalo, New York graduating in 1977. She completed her internship and residency at Montefiore Hospital and Medical Center, Bronx, New York in 1980. She is Board Certified in Internal Medicine. She serves as an Assistant Professor of Medicine, University of Arizona, and is Co- Chair of the Academia Affiliation Partnership Council.
Fabia Kwiecinski, MD, has long record of promoting Veteran Care and the Veterans Administration. She began her career at the VA as a physician in Ambulatory Care in 1987 and became the Acting Associate Chief of Staff for Ambulatory Care in 1990. Dr. Kwiecinski served at the Chief of General Medicine in 1992 until she assumed the position of Chief of Medicine and Primary Care in 1997. She eventually became the Deputy Chief of Staff in 2009.
Fabia Kwiecinski, MD, has a strong research and publication background and conducted studies that benefit Veterans including VA Cooperative Study: #465 Glycemic Control and Complications in Diabetes Type 2, 2003-2007.

Katie A. Landwehr was appointed Assistant Director of the Southern Arizona VA Health Care System (SAVAHCS) in January 2012. She provides oversight for the Clinical Care Support Service Line, which encompasses Dentistry, Prosthetics, Nutrition and Food Services, Audiology, Respiratory Therapy, Pastoral Care, Police and the Community Based Outpatient Clinics (CBOCs). She also serves as the liaison with the Office of Information Technology, Information Security and the Veterans Canteen Service.
Ms. Landwehr holds a leadership role on a variety of SAVAHCS committees to include the VERA Committee, Continuous Improvement/Systems Redesign, Medical Executive Board, Organizational Health Executive Board, Resources Board and the Executive Leadership Strategic Planning Council. She has completed Green Belt training and participated in several process improvement/system redesign teams.
Prior to her appointment as the Assistant Director, Ms. Landwehr was the Acting Associate Director at the VA Nebraska-Western Iowa Health Care System (VA NWIHCS) from April - December 2011. As Acting Associate Director, Ms. Landwehr was responsible for the daily operations of each facility within VA NWIHCS. She also provided direct oversight for the Business Office, Pharmacy, Engineering, Logistics, Safety, Human Resources, Environmental Management Services, Prosthetics, Police, Canteen, Voluntary Services and Biomedical Engineering functions.

Acting Nurse Executive
Florence A. Gores, RN, MPS, was appointed Acting Nurse Executive for the Southern Arizona VA Health Care System (SAVAHCS) effective February 5, 2015. Prior to this assignment, Ms. Gores was the Chief, Rehabilitation and Transitional Care Line/ Deputy Nurse Executive from August 5, 2015. From January 1, 2013 to August 5, 2015, she was Acting Chief for the Rehabilitation and Transitional Care Line/Clinical Director (ACN) for the Community Living Center.
As the SAVAHCS Acting Nurse Executive, Ms. Gores oversees all nursing functions at SAVAHCS and provides direct oversight to Nursing Services and the Rehabilitation and Transitional Care Line. Areas of responsibility include all inpatient care (acute and critical care and acute mental health), outpatient procedural care, specialty clinics, hemodialysis, the Southwestern Blind Rehabilitation Center, all Community Outpatient Programs (Home-Based Primary Care, Community Nursing Home, Home Health, Adult Day Care), Spinal Cord Injury/Disorder, Geriatric PACT, Polytrauma Network Site, and the Community Living Center with its five distinct programs (Hospice/ Palliative, Interim Care, Geri Psych and a Commission on Accreditation of Rehabilitation Facilities (CARF) accredited Rehabilitation Unit). In addition, Ms. Gores provides leadership for a variety of committees including the Nurse Executive Board, Patient Flow Committee, Consultative Ethics Committee, Evidence Based Practice Committee, VISN 18 GEC Committee Chair, and member of the National Associate Chief Nurse for Community Living Centers. She also remains involved in our local community by serving on the Board of Directors for Tucson Medical Center Hospice.
Ms. Gores earned her Bachelor or Nursing Degree from Elmira College in Elmira NY and earned her Masters of Professional Studies from Alfred University in Alfred NY.
